Track Rules

Version 2008


1. RULES. All WKA Speedway rules and Kingsley Speedway amended rules apply. All rules are to apply to all competitors equally. If a problem occurs during a race, the race will not be repeated. Every effort will be made to insure that the problem does not happen again. We welcome your comments and suggestions as long as they are made in a calm and rational manner.

2. RULES COMMITTEE. A committee of volunteers will be established to review current rules, consider changes, and discuss suggestions made by others. These rules make up a dynamic document and ultimately will be the result of many growing pains. The constant input, both positive and negative, by drivers, spectators, etc. will insure a comprehensive, well received, set of guidelines.

3. Kingsley Speedway strives for family fun and good sportsmanship. Profanity of any kind on track premises is strongly discouraged. Directing at a track official will result in a suspension. Any obscene gestures or language by a driver during a race will result in that driver getting a black flag.

4. Only REGISTERED drivers will race for points making them eligible for class championships.

5. PETS. Pets must be on a leash and under the control of the owner. PLEASE clean up after your pet.

6. DRIVERS MEETING. All drivers must attend the drivers meeting. If you do not attend, then you WILL NOT have any cause for an argument later.

7. TRACK OFFICIAL(S). The flagman makes all calls and decisions. His/her word is final. If there is to be a discussion with the flagman, it is to be done between races. Nobody is allowed to stand below the scoring tower and attempt to engage the flagman in a discussion about a decision made during a race. To do so could result in the individual(s) being asked to leave the track. Decision at the discretion of the track official.

8. IMPORTANT! Track officials are the only ones allowed on the track. Crew members CANNOT enter the track area to assist their driver. The kart will be returned to the grid area for service by the crew members. This is an insurance requirement unless assistance is requested by center track official.

9. GATES OPEN at 10:00 AM. Hot laps start at 10:30 AM. Drivers meeting at 11:45 AM. Racing will start at 12:00 PM unless otherwise advertised.

10. The track closes one hour after the completion of the last race. Please leave by then.

11. NO ALCOHOL or other controlled substances allowed on track premises at any time. Any driver that is under the influence of drugs/alcohol will not be allowed to race.

12. All drivers must be registered and have paid their entry fees prior to entering the track for practice.

13. NO REFUNDS. In the event of a rain out, your wrist bands will be used as your rain checks. Rain checks are only good for the following two race days. No exceptions.

14. NUMBERS. All karts must have numbers, as a minimum, on both sides. Numbers will be recorded for the season on a first–come-first-serve basis. In the event another kart arrives with the same number, that kart will be required to add either another number or letter to their kart. The added letter/number can be with tape, paint, etc. as long as it is visible and will stay for the duration of the racing.

15. All karts must be in a safe racing condition before being permitted on the track. A technical inspection may be performed on all karts.

16. All drivers must wear a full-face helmet, some type of eye protection, racing or track approved jacket, long pants, closed shoes, gloves, and a neck brace while driving on the track. No rips in pants (skin showing).

17. All drivers must move to the outside of the track, slow down, and signal by raising their hand before entering the pit area.

18. No karts will be driven in the pit area. Karts will be shut down once they leave the track and before they leave the designated area. Karts will then be pushed to their pit area.

19. KART WAGONS must be left in the pit area. They are not to be left in the hot pit/grid area.

20. Karts will line up in the correct order for each race on the staging area.

21. Karts for an upcoming race must be in the staging area prior to the completion of the race in progress. If any kart arrives late to the staging area, or is unable to start and enter the track with the other karts, they will start the race at the rear of the field.

22. Once karts leave the starting grid and are on the track, they are to hold their positions. There will be no Hot Laps. The race will start immediately.

23. Once a kart leaves the track after the start of a race, it can only return when directed by a race official. Returning to the track without the approval of a track official will result in that kart being black flagged.

24. If a kart leaves the track during a caution it must restart at the back of the field.

25. STARTS/RESTARTS. The start of the race will be double-file. Restarts will be single file.

a. On starts/restarts, if a kart drops out, that line will simply move forward.

b. Absolutely no passing on the inside on starts/restarts. Karts must stay to the right of a cone placed on the track at the start/finish line.

c. Hitting the cone will cause an immediate yellow and the offending kart will go to the rear of the field.

d. If a kart is forced into hitting the cone, the forcing kart is sent to the rear of the field.

e. Passing on the outside allowed.

26. Karts that leave the track under a yellow flag will join the race at the back of the field.

27. If a kart should stall during a yellow track condition, restarting will be allowed and they will go to the back of the field. EXCEPTION- If the kart stalls as a result of actions taken to avoid the activity that caused the yellow, restarting will be allowed and their former position retained.

28. If a driver causes two (2) cautions in one race, that driver will be black flagged and must leave the track.

29. NO RESTARTING/REPAIRS of engines/karts on the track after leaving the starting grid area.

30. Any driver who fails to drive in a safe manner and/or who is considered by the flagman and/or race director to be rough driving will be “black flagged”. They must then leave the track for the remainder of that race and awarded last place for that race/heat only.

31. RED FLAG. Stop as quickly and safely as possible. No work can be done on karts during red flag conditions.

32. YELLOW FLAG. Drivers should fall into single file so the scorer(s) can line up karts based on their position when they last crossed the start/finish line. Kart(s) causing the yellow flag condition will be placed at the rear. Their relative position will be based on their status the last time they crossed the start/finish line. NO PASSING allowed once the track is under the yellow flag. The first place kart will lead the karts around the track at a reasonable caution speed. Any kart that fails to follow the rules for a yellow flag will be sent to the rear.

33. After each race, selected karts will proceed directly to the scales. No crew members are allowed in the scale area when karts are being weighed. Failing to go directly to the scales will result in DISQUALIFICATION for that race and zero (0) points will be awarded.

34. TIRES. No tire rule except that the tires must be accepted kart racing tires. Treaded dirt tires may be used; however, they must be designed for kart racing.

35. NO DUMPING OF OIL on the ground is allowed. NO EXCEPTIONS. Violators will be barred from the track for a minimum of one race day. Violators can be permanently barred at the discretion of the land owner and/or race director.

36. MUFFLER/SILENCER. All karts must run WKA approved RLV mufflers. EXCEPTION: Karts in the open class can have any make of muffler.

37. LEAD WEIGHTS added to karts must be painted white with the kart number shown. Each weight will be safety pinned, cotter keyed, or have double nuts. Any kart losing a weight will be black flagged. If the weight is discovered after the race, a last place finish will be awarded.

38. Any parts falling off a kart (weights, air cleaner, etc) during a race will cause that kart to be black flagged. Loose parts (ie header pipe, body parts) on a kart that present a potential hazard may result in that kart being black flagged. Karts leaking fluids (fuel/oil) may result in that kart being black flagged. Karts that are black flagged will leave the track and will be awarded last place points for that race/event only.

39. Pit area is open to anyone who has a pit pass. Spectators not allowed.

40. The staging area is restricted to drivers and two members of the pit crew. Drivers only in the starting grid area.

41. POINTS. Points will be awarded for both heats and the feature/main.

a. MUST take the green flag in an event to earn points.

b. Fourteen (14) points to the winner of a heat.

c. If a class is broken into two groups, each running two heats, points will be awarded the same for each group.

d. Twenty-eight (28) points to the winner of the feature with two points separating each successive position.

e. The “average finish” for each driver will be the basis for feature starting positions.

f. END OF SEASON TIES will be determined by comparing the number of wins, then number of 2nd place finishes, etc., in the feature/main.

g. Purple Plate (beginners) will not race for points.

42. RAIN OUT. If racing has started and then is canceled due to rain, no makeup will be scheduled. Points will only be awarded for the completed events. Every attempt will be made to complete racing that day if the rain delay is not to be lengthy and the track is not beyond repair.

43. RACING FORMAT:

a. Fourteen (14) karts maximum for both heats and feature.

b. Heat #1 starting positions to be determined by drawing.

c. Heat #2 will be the lineup of Heat #1, inverted.

d. If there are over fourteen (14) karts in any class, the class will be divided into two groups. Each will run independent of each other, running two heats each. The top five (5) in each heat will qualify for the feature. The remaining karts will compete in the “B” main with the top four advancing to the feature/main.

e. The starting positions for the feature/main will be determined by using the “average finish” for all previous heats and features with the lowest (best) average finish starting last.

f. For the first week, starting positions for the features will be determined by the heat results.

g. After the first week, new drivers without any previsous heats and features will start last in the feature.

44. All minors must have a minor release form on file and signed by a parent or legal guardian before they will be allowed to practice or race. No exceptions. Forms will be available at the track.

45. Protests. Should a driver wish to protest another kart, a $100 deposit must be made. If the protest is valid, $75 will be returned, $25 will go to the tech person. The violator will lose 100 pts from their season point total and awarded zero (0) points in that event.

46. Tech:

a. Safety items will be checked (safety pins, cotter pins, clothing, etc).

b. Restrictor plates will be removed and checked at the discretion of the tech inspector.

c. Restrictor plates that have obviously been modified will result in a season suspension.

d. Other items may be checked at the discretion of the tech inspector.

e. Classes racing for points will get no points if performance enhancing tech violations (plate, fuel, weight, etc) are found.

f. Purple Plate(non-points) will not be allowed to race for the following two weeks.

g. Performance enhancing tech violations will disqualify the driver for any awards that may be available at that event.

h. Repeat offenders will be suspended for the remainder of the season.

i. Nitrous added to the fuel will result in a season suspension.

j. Body must be plastic/fiberglass. No metal on exterior (i.e. nose protection).

k. No wings on kart.

l. Brakes must work.

m. Wolf plates and chain guards required.

n. BLATANT cheating will result in season suspensions.

47. CLASSES:

a. Purple Plate Weight= 250# Minimum Age: Beginner

f. Any individual can move up in class at the official’s discretion. Once they move up, they cannot return to the lower class without track approval.

g. Single cylinders only.

h. Beginning drivers can compete in a lesser class until ready for a class more appropriate for their age.

i. Animals can run in all classes with WKA approved restrictor plates.

k. The making of a “shifter” kart class will be determined by kart count at the start of the season.

48. No checks accepted for payment of fees unless pre-approved. No POST DATED checks allowed.
